UK Set for Largest Defense Spending Increase Since Cold War

LONDON (AP) – The U.K. is about to see the biggest increase in defense spending since the end of the Cold War as it seeks to send “a message to Moscow,” the British defense secretary said Sunday.

John Healey said the Labour government’s current plans for defense spending will be enough to transform the country’s military following decades of retrenchment, though he does not expect the number of soldiers – currently at a historic low – to rise until the early 2030s.

He said plans for defense spending to hit 2.5% of national income by 2027, which amounts to an extra 13 billion pounds ($17 billion) or so a year, were “on track” and that there was “no doubt” it would hit 3% in the next parliament in the early 2030s.

The government will on Monday respond to a strategic defense review, overseen by Healey and led by Lord George Robertson, a former NATO secretary general and defense secretary in a previous Labour government.

It is expected to be the most consequential review since the fall of the Soviet Union in the early 1990s, and make a series of recommendations for the U.K. to deal with the new threat environment, both on the military front and in cyberspace.

Like other NATO members, the U.K. has been compelled to take a closer look at its defense spending since Russia´s full-scale invasion of Ukraine in February 2022.

“This is a message to Moscow,” Healey told the BBC. “This is Britain standing behind, making our armed forces stronger but making our industrial base stronger, and this is part of our readiness to fight, if required.”

U.S. President Donald Trump has also piled pressure on NATO members to bolster their defense spending. And in recent months, European countries, led by the U.K. and France, have scrambled to coordinate their defense posture as Trump transforms American foreign policy, seemingly sidelining Europe as he looks to end the war in Ukraine. Trump has long questioned the value of NATO and complained that the U.S. provides security to European countries that don’t pull their weight.

Healey also said Russia is “attacking the U.K. daily” as part of some 90,000 cyber attacks from state-linked sources that were directed at the U.K,’s defense over the last two years. A cyber command to counter such threats is expected to be set up as part of the review.

“The tensions are greater but we prepare for war in order to secure the peace,” he said. “If you’re strong enough to defeat an enemy, you deter them from attacking in the first place.”

While on a visit to a factory on Saturday where Storm Shadow missiles are assembled, Healey said the government would support the procurement of up to 7,000 U.K.-built long-range weapons and that new funding will see U.K. munitions spending hitting 6 billion pounds in the coming years.

“Six billion over the next five years in factories like this which allow us not just to produce the munitions that equip our forces for the future but to create the jobs in every part of the U.K.,” he said.

Robert Jenrick, the shadow justice secretary for the main opposition Conservative Party, welcomed the government’s pledge to increase defense spending but said he was “skeptical” as to whether the Treasury would deliver. He called on the government to be more ambitious and raise spending to 3% of national income within this parliament, which can run until 2029.

“We think that 2034 is a long time to wait, given the gravity of the situation,” he told Sky News.

Moscow Says No Putin-Zelensky-Trump Meeting at Ceasefire Talks

Russian President Vladimir Putin will not attend Monday’s proposed ceasefire talks in Turkey, the Kremlin says, as Ukraine keeps whether it will even attend at all an open question.

Istanbul is set to host the second round of Russia-Ukraine in-person talks on Monday, June 2nd, with Russia, the United States, United Kingdom, France, and Germany confirmed as attending. A spokesman for the Russian Foreign Ministry said their delegation would feature the same negotiators as the last talks in mid-May, confirming they aren’t planning for mooted high-level talks between the Presidents of Russia, Ukraine, and the United States.

President Donald Trump has previously said such a leaders’ meeting will be essential to getting a peace agrees.

Meanwhile, whether Ukraine will attend the talks at all appears to be an open question. As framed by Reuters, ‘Kyiv is keeping Russia guessing’.

As things stand, the latest disagreement between Kyiv and Moscow is the Ukrainians want negotiating points out in the open and exchanged ahead of talks. The Russians, on the other hand, say they won’t hand over their memoranda to Ukraine except in person, Putin’s spokesman having said this week: “talks should always be held behind closed doors rather than in public”.

Ukraine’s President Volodymyr Zelensky said of this: “Even the so-called “memorandum,” which they promised and allegedly spent over a week preparing — no one has seen it yet. It has not been shared with Ukraine. It has not been shared with our partners. They haven’t even shared the new agenda with Türkiye – the country that hosted the first meeting.

“Although they promised the exact opposite, and above all, they promised it to the United States, to President Trump. Another Russian deception. They are doing everything to ensure the meetings are meaningless.”

Zelensky said: “For a meeting to be meaningful, its agenda must be clear, and the negotiations must be properly prepared. Unfortunately, Russia is doing everything it can to ensure that the next potential meeting brings no results.”

In a major development, a small group of major European states are expected to be involved in this round of talks, having been all but excluded hitherto. Trump’s envoy General Keith Kellogg said national security advisors from the United Kingdom, France, and Germany would be present, a move that was broadly welcomed by Russia, but who nevertheless said Monday’s talks should be about Ukraine and Russia direct talks.

As reported, President Trump has made increasingly clear the time to agree a peace has arrived and he is feeling frustrated with progress and what he identified as Russian stalling. The President has recently warned he is “not happy” with “crazy” Putin, and said Russia is “playing with fire” and risking the “downfall” of its own nation by pushing harder on Ukraine.

Putin Escaped Ukraine Drone Assault on His Helicopter, Moscow Claims

Moscow has claimed that that a “massive” Ukrainian drone attack targeted Vladimir Putin’s helicopter as the Russian leader visited the embattled Kursk region earlier this week.

Russian air defence officer Yury Dashkin said on Sunday that Putin’s helicopter was at the “epicentre of an operation to repel a massive drone attack” on Tuesday, state media RT reports.

The alleged attack came as the Russian leader visited the Kursk region, which saw the most significant incursion into Russian territory since the Second World War after Ukraine’s forces launched a daring counterinvasion last summer.

During his first visit to the Russian region after expelling the Ukrainians, Putin’s helicopter became embroiled in an “unprecedented” drone attack comprised of dozens of fixed-wing unmanned aerial vehicles (UAVs), Dashkin claimed.

“I would like to stress the fact that the intensity of the attacks during the flight of the Supreme Commander-in-Chief’s aircraft over the territory of Kursk Region increased significantly,” he said.

Claiming the destruction of 46 Ukrainian drones, Dashkin said that the Russian air forces were engaged in anti-aircraft combat and ensure the safety of the president’s helicopter in the air.”

“The task was accomplished. The attack of the enemy drones was repelled, with all aerial targets being hit.”

It comes as both sides of the conflict have claimed an increase in drone strikes, with Moscow’s Foreign Ministry claiming that Ukraine launched 764 drones into Russian territory between Tuesday and Friday.

On Saturday, Foreign Minister Sergey Lavrov blamed “some European nations led by the UK, France, Germany, and the EU leadership” for the increased level of Ukrainian drone strikes on Russia.

Meanwhile, Ukrainian President Volodymyr Zelensky claimed on Sunday that Russia had launched one of its largest combined drone and missile assaults of the conflict.

Zelensky said that around 300 drones and 70 missiles were fired against 30 cities across Ukraine overnight, hitting residential buildings and the dormitories of a university. “Tragically, people were killed, including children,” he said.

“Each such terrorist Russian strike is a sufficient reason for new sanctions against Russia. Russia is dragging out this war and continues to kill every day. The world may go on a weekend break, but the war continues, regardless of weekends and weekdays. This cannot be ignored. Silence of America, silence of others around the world only encourage Putin,” Zelensky said.

“Without truly strong pressure on the Russian leadership, this brutality cannot be stopped. Sanctions will certainly help. Determination matters now – the determination of the United States, of European countries, and of all those around the world who seek peace. The world knows all the weaknesses of the Russian economy. The war can be stopped, but only through the necessary force of pressure on Russia. Putin must be forced to think not about launching missiles, but about ending the war,” he added.

The reports of increased attacks from both sides come despite Kyiv and Moscow completing the largest exchange of prisoners of war since the start of the conflict after it was agreed to earlier this month at peace talks in Istanbul.
